Based on two sufficient pieces of evidence, investigators at the Bali High Prosecutor’s Office have designated a suspect, identified by the initials SLD, President Director of PT Danau Winata Indah, under Suspect Designation Letter No.TAP-2585/N.1/Fd.2/09/2026 dated September 30, 2026.
Suspect SLD has been placed in detention for 20 days, from September 30, 2026, to October 19, 2026, at the Class IIA Kerobokan Penitentiary pursuant to Detention Order No. 2585/N.1/Fd.2/09/2026 issued by the Head of the Bali High Prosecutor’s Office on September 30, 2026.
Case Background
• In 2007, the Bali Provincial Government entered into a lease agreement with PT Danau Winata Indah regarding state-controlled provincial asset land located in Jimbaran, South Kuta District, Badung Regency.
• The purpose of the lease agreement was to utilize the Bali Provincial Government’s asset land for the operation of a commercial shopping center.
• The lease agreement was valid for 30 years from the date of signing and was extendable by mutual agreement of both parties.
• In October 2014, the Bali Provincial Government issued a warning to PT Danau Winata Indah, noting its obligation to construct the commercial shopping center within a maximum timeframe of three years. However, as of October 2014, PT Danau Winata Indah had failed to fulfill its construction obligations within the stipulated period. On-site inspections revealed that PT Danau Winata Indah had deviated from the expressly agreed-upon land designation, reallocating the usage to construct a condotel and other unauthorized developments.
• In August 2015, Suspect SLD, acting as President Director of PT Danau Winata Indah, submitted the “Condotel & Apartment Nusa Dua Circle Project Bali” Investment Cooperation Proposal to state-owned insurer PT Asabri (Persero).
• In December 2015, PT Asabri entered into a partnership with PT Danau Winata Indah to purchase 125 condotel units at the “AVANI Nusa Dua, Bali Hotel,” built on land held under a Building Use Right (SHGB) title over a Right to Manage (HPL) title owned by the Bali Provincial Government in Jimbaran Village, Kuta District, Badung Regency, Bali.
• PT Danau Winata Indah agreed to sell the 125 condotel units of “AVANI Nusa Dua, Bali Hotel” to PT Asabri at a negotiated price of IDR 100 billion.
• Despite PT Asabri disbursing IDR 100 billion to PT Danau Winata Indah for the purchase of the 125 condotel units, PT Danau Winata Indah has failed to complete construction or deliver the units to PT Asabri to date. This conduct unlawfully enriched Suspect SLD in his capacity as President Director of PT Danau Winata Indah, resulting in IDR 100 billion in state financial losses.
Suspect’s Role
Suspect SLD unlawfully utilized falsified/invalid documentation during negotiations with PT Asabri, misleading PT Asabri into entering the partnership with PT Danau Winata Indah for the purchase of the 125 “AVANI Nusa Dua, Bali Hotel” condotel units valued at IDR 100 billion.

• Article 603 in conjunction with Article 20 of Law No. 1 of 2023 on the Criminal Code, in conjunction with Article 18 of Law No. 31 of 1999 on the Eradication of Corruption Crimes, as amended by Law No. 20 of 2001.
• Article 3 in conjunction with Article 18 of Law No. 31 of 1999 on the Eradication of Corruption Crimes, as amended by Law No. 20 of 2001, in conjunction with Article 20 of Law No. 1 of 2023 on the Criminal Code.
