Bali Police Chief Inspector General Dr. Pasma Royce, S.I.K., M.H., presided over the handover ceremony (sertijab) for the Head of the Forensic Laboratory Department (Kabid Labfor) and the Denpasar Police Chief (Kapolresta Denpasar) at the Bali Police Precision Building on Monday (10/19/2026) at 08:30 WITA.
During the ceremony, the leadership of the Denpasar Police officially transitioned from Senior Superintendent Leonardo David Simatupang, S.I.K., M.H., to Senior Superintendent I Wayan Winaya, S.I.K., M.H. This leadership change is part of the Indonesian National Police’s (Polri) organizational dynamics and career development mechanism to ensure leadership continuity and the effective execution of police duties.
Senior Superintendent Leonardo David Simatupang will assume a new role as Intermediate Internal Security Investigator Grade II at the National Police’s Professional and Security Division (Divpropam Polri). Meanwhile, Senior Superintendent I Wayan Winaya previously served as the Director of Vital Objects Security (Dirpamobvit) for the West Nusa Tenggara (NTB) Regional Police before being entrusted with leading the Denpasar Police.
The Bali Police Chief emphasized that the handover ceremony is an essential part of the organizational regeneration and development process, meant to strengthen police operations. The transition is also expected to inject fresh energy into maintaining public safety and order while elevating the quality of community service.
With this new mandate, Senior Superintendent I Wayan Winaya is expected to quickly acclimate to his new environment, strengthen coordination across all ranks, and sustain ongoing programs at the Denpasar Police.
Meanwhile, the dedication and service of Senior Superintendent Leonardo David Simatupang during his tenure leading the Denpasar Police form an integral part of the organization’s operational continuity. His experience and achievements are expected to serve him well in his new assignment within the Divpropam Polri environment.
Denpasar Police Public Relations Head, First Inspector I Gede Adi Saputra Jaya, S.H., M.H., noted that leadership changes are a natural part of Polri’s organizational dynamics.
”The leadership handover is part of the career development mechanism and an organizational step to ensure that leadership and operational tasks continue seamlessly. We warmly welcome the new chief and stand ready to support his leadership in delivering the best possible service to the community,” he stated.
According to him, the Denpasar Police ranks will continue to strengthen synergy, coordination, and professionalism in carrying out their duties—including maintaining public security and order while providing prompt, humane, and responsive police services.
“Under this new leadership, we hope all personnel become even more solid and capable of continuing existing programs while introducing various innovations in public service,” he added.
This leadership transition is expected to serve as momentum to reinforce internal solidarity, elevate personnel professionalism, and optimize police services, enabling the Denpasar Police to better address security challenges and community needs across the Denpasar jurisdiction.
