The Ministry of Immigration and Correctional Affairs, through the Directorate General of Corrections, has cemented Indonesia’s role on the global stage by hosting the 7th World Congress on Probation and Parole (WCPP). Held from April 14–17, 2026, at the Bali International Convention Center in Nusa Dua, the prestigious event has gathered representatives from 44 countries to discuss the strengthening of community-based supervision systems.
Under the theme “Getting Smart on Justice: Healing Hearts, and Safer Societies,” WCPP 2026 serves as a strategic forum for global collaboration and the exchange of best practices. For Indonesia, the congress provides critical momentum to bolster the implementation of its new Penal Code (KUHP), highlighting the pivotal role of Parole Officers (Pembimbing Kemasyarakatan) in alignment with international standards.
Minister of Immigration and Correctional Affairs, Agus Andrianto, noted that Indonesia’s selection as host is a significant opportunity to showcase the nation’s rehabilitative practices while absorbing global innovations.
”Amidst various global challenges, this forum provides a collective space to learn and share experiences. Indonesia is utilizing this opportunity to introduce our established correctional practices while adopting successful models from other nations,” Andrianto stated.

The Minister further emphasized that the congress aims to promote safer societies through a restorative-oriented penal approach.
”Criminal justice does not always have to result in imprisonment. Through the guidance of Correctional Centers (Bapas), we aim to reintegrate inmates back into society and prevent recidivism. By synergizing law enforcement, the community, and various stakeholders, we can create a safer environment for all,” he added.
Director General of Corrections, Mashudi, explained that the congress features a robust agenda of policy exchange and strategic dialogue.
”Through plenary sessions, thematic discussions, and the exchange of best practices, this congress offers a strategic platform for practitioners and academics worldwide to discuss policy direction, challenges, and innovations in probation and parole systems,” Mashudi remarked.
The high level of engagement is reflected in the more than 400 participants from 44 countries, signaling a global shift toward non-custodial sentencing and community-based rehabilitation.
The opening ceremony of WCPP 2026 featured a captivating performance by inmates, showcasing the tangible results of Indonesia’s correctional rehabilitation programs.
Indonesia was designated as the host for this 7th edition during the 2024 congress in The Hague. Previous host cities include London (2013), Los Angeles (2015), Tokyo (2017), Sydney (2019), Ottawa (2022), and The Hague (2024).
