The Ngurah Rai Class I Special Immigration Office remains steadfast in its commitment to upholding the rule of law and maintaining public order on the Island of the Gods. Through a series of intensive immigration surveillance efforts under the “Operasi Wirawaspada 2026” (Operation Wirawaspada), immigration officers have successfully detained several Foreign Nationals (WNA) suspected of various immigration violations, ranging from visa misuse to the use of fictitious documents. This proactive measure serves as both an early detection strategy and a rapid response to foreign activities that deviate from their intended stay in Bali.
​The operation, which commenced in early April, targeted several high-priority locations within the jurisdiction of the Ngurah Rai Immigration Office, as well as digital activities monitored by the Immigration Cyber Unit.
​On Wednesday (08/04), in the Kerobokan Kelod area of North Kuta, officers apprehended two individuals suspected of using fictitious residency schemes:
• ​AKC (Nigeria): Holder of an Investor ITAS (Limited Stay Permit) suspected of establishing a front company.
• ​SM (Uganda): Holder of a Remote Worker ITAS suspected of using fraudulent documents during the application process.
​The Intelligence and Immigration Enforcement (Inteldakim) team also conducted a cyber investigation, successfully tracing an online prostitution ring involving two Russian nationals, identified by the initials KP and VB, who are alleged to be operating as sex work providers in Bali.

On Thursday (09/04), the Inteldakim team conducted a Joint Operation alongside the Indonesian National Armed Forces Strategic Intelligence Agency (BAIS TNI) and the Badung Regency Public Order Agency (Satpol PP). The team scouted the Jalan Poppies area in Kuta and secured six foreigners for alleged violations:
• ​Two Tanzanians (AFL and ATK): Found to have overstayed their permits.
• ​Three Ugandans (CN, MN, and RN): Suspected of activities inconsistent with their stay permits.
• ​One Nigerian (CA): Found with an expired passport and suspected of using falsified documents to obtain a stay permit.
​All foreign nationals apprehended during the operation have been escorted to the Ngurah Rai Class I Special Immigration Office for further questioning and in-depth examination. Ngurah Rai Immigration will impose strict sanctions in accordance with prevailing regulations, which may include deportation or criminal prosecution.
​Bugie Kurniawan, Head of the Ngurah Rai Immigration Office, emphasized that Operation Wirawaspada 2026 is a manifestation of immigration law enforcement aimed at securing Indonesian territory, particularly Bali.
​”We will provide no room for foreign nationals who attempt to circumvent Indonesian law, whether through fictitious documents or visa misuse. Bali is an international destination open to those who comply with our laws. For those who violate them, firm action—from deportation to prosecution—is a non-negotiable price for maintaining national sovereignty,” Bugie stated.

The Wirawaspada Operation series is being conducted simultaneously across all immigration jurisdictions in Indonesia as a national strategic agenda. This massive initiative serves as evidence of the strong synergy and commitment of the Directorate General of Immigration in tightening the surveillance of foreigners and upholding legal sovereignty nationwide. The Directorate General of Immigration further invites the public to play an active role by reporting any suspicious foreign activities in their surroundings to ensure sustainable national security and stability.
