Promised a $1,000 Fee, Kazakh National Faces Life Imprisonment for Drug Smuggling to Bali

Denpasar, EyewitnessNews – Yuriy Khalilov, a Kazakh national, appeared as the defendant in court, charged with possessing, storing, controlling, or providing non-plant-based Class I narcotics weighing more than five grams—substances not intended for the advancement of science and technology, diagnostic reagents, or laboratory reagents (which require Ministerial approval based on the recommendation of the Head of the National Agency of Drug and Food Control, pursuant to Article 8, Paragraph (2) of Republic of Indonesia Law No. 35 of 2009 concerning Narcotics).

The indictment was read by Public Prosecutor Ni Md N. Lumisensi, S.H., M.Hum., in the courtroom of the Denpasar District Court on Thursday (September 17, 2026).

“The defendant, Yuriy Khalilov, flew from Warsaw, Poland, on a Polish Airlines flight (flight number Y75BYZR); the route involved a transit in Istanbul, Turkey, before proceeding to Bali, Indonesia,” the prosecutor stated in the indictment.

Officers from the I Gusti Ngurah Rai International Airport Customs and Excise office grew suspicious of the defendant’s behavior. They subsequently conducted an inspection—part of the standard operating procedure for arriving passengers—examining both the passenger and his luggage using an X-ray machine at the Customs and Excise checkpoint. “Following the inspection of the defendant and his belongings, an X-ray scan revealed a suspicious item inside a green Boreja-brand suitcase—bearing baggage claim tag number 0080LO248441 in the name of Khalilov—carried by the defendant, Yuriy Khalilov; consequently, Customs and Excise officers proceeded to search the defendant’s person and clothing.”

Upon opening the defendant’s green Boreja suitcase, officers found the defendant’s personal belongings; they then examined the rear wall—or the inner lining of the rear wall—of the suitcase.

After opening the rear wall section of the suitcase, officers discovered an aluminum foil package; inside, they found eight clear plastic packages, each wrapped in clear tape. Upon opening these plastic packages, each was found to contain a white powder.

Customs and Excise officers at I Gusti Ngurah Rai International Airport subsequently weighed and conducted a preliminary drug test on the white powder. The test results confirmed that the eight clear plastic packages—each wrapped in clear tape and containing white powder—had a total net weight of 2,544.10 grams (over two and a half kilograms).

Yuriy was subsequently arrested in the Customs area of ??the International Arrival Terminal at I Gusti Ngurah Rai Airport, Tuban, Kuta District, Badung Regency, on April 10, 2026.

Legal Counsel Team: Made Suka Dwiputra, S.H., M.H., C.Med., CLA, and Hilda Marisa Putri. The legal counsel accompanying the client following the reading of the indictment stated that the defendant admitted the green Boreja-brand suitcase belonged to him; it had been handed over by Igor (a fugitive/DPO), and the defendant had agreed to transport the suitcase to Bali in exchange for a fee of USD 1,000 and a return ticket to Warsaw, Poland, following a vacation in Bali.

“We will present the defense in the plea statement, and we have been granted one week to prepare it,” he said.

The defendant’s actions are governed by and punishable under Article 609 paragraph (2) letter a of Law No. 1 of 2023 concerning the Criminal Code, in conjunction with Law No. 1 of 2026 concerning the Adjustment of Criminal Law; the penalties include life imprisonment or imprisonment for a minimum of five years and a maximum of twenty years, along with a fine ranging from Category V to Category VI.
