Bali Governor Wayan Koster has traveled to the United Kingdom to attend London Climate Action Week (LCAW) 2026, following an official invitation from the Climate Group Secretariat and the British Embassy. The Governor is slated to participate in the Climate Group’s Inaugural Opportunity Summit and the Under2 Coalition Programme, running from June 20 to 24, 2026.
The high-level summit serves as a premier global platform, bringing together senior policymakers, major corporate executives, investors, and the broader climate community to unlock new waves of clean energy competitiveness. As one of the world’s largest independent climate forums, LCAW 2026 hosts hundreds of in-person, hybrid, and virtual sessions across London to accelerate climate action, foster international collaboration, and showcase tangible, high-impact solutions.
Global Recognition for Bali’s Net-Zero Ambitions
Summit organizers emphasized that Bali’s innovative climate commitments possess the power to inspire global stakeholders and drive much-needed momentum. Governor Koster was specifically requested to present Bali’s successful eco-friendly policies and sustainable development frameworks, which are seen as vital contributions to both national and international climate targets.
According to organizers, Governor Koster’s leadership and regional insights are invaluable to shaping a more resilient, equitable, and sustainable future. Consequently, his presence is expected to facilitate meaningful connections with other global leaders, foster knowledge exchanges, and pave the way for new strategic partnerships to ensure regional voices remain at the forefront of global climate action.
The British Embassy in Jakarta, which formally extended the invitation, highly lauded the Bali Provincial Government’s sustainable development and climate action agenda. The Embassy recognized Bali’s strong regional leadership in pioneering low-carbon development and its ambitious target to achieve Net Zero Emissions ahead of Indonesia’s national timeline. This progressive stance has garnered international attention, positioning Bali as an exemplary blueprint for other regional governments both domestically and abroad. To facilitate this crucial participation, the Climate Group provided comprehensive logistics support, covering travel, accommodation, local transport, and visa arrangements.
Strengthening Bilateral Ties and Waste Management Synergy
Upon his arrival in London, Governor Koster and his delegation paid a courtesy visit to the Indonesian Embassy, where they were received by the Indonesian Ambassador to the UK, Desra Percaya. The meeting focused on strategic bilateral cooperation in investment, education, tourism, and sustainable development programs tailored to Bali’s regional priorities.
The itinerary continued with a joint working visit alongside the Indonesian Minister of Environment, Mohammad Jumhur Hidayat, to BIFFA, the UK’s largest waste management and recycling facility. The delegation inspected advanced automated sorting systems handling household and industrial non-organic waste. At the facility, sorted plastics are processed as industrial raw materials for third parties, while packaging waste is upcycled into high-value commercial products.
Following the site inspection, the Indonesian delegation held a strategic meeting with the management of BIFFA and PACK UK (appointed to deliver the Extended Producer Responsibility for Packaging Scheme). The discussion centered on the critical implementation of Extended Producer Responsibility (EPR) policies for waste-generating industries. Governor Koster revealed that Bali has already drafted an initial framework for a regional regulation (Perda) on EPR. While the local ordinance awaits the finalization of a supporting Presidential Regulation (Perpres) being prepared by the Ministry of Environment under Law No. 18/2008 on Waste Management, Minister Hidayat confirmed that the federal framework will be expedited, officially positioning Bali as Indonesia’s national pilot project for EPR implementation.
Transforming Urban Mobility with PwC and Transport for London
In a separate engagement, Governor Koster met with representatives from PricewaterhouseCoopers (PwC) and Transport for London (TfL). Supported by the Future Cities Infrastructure Programme (FCIP), the meeting aimed to align strategic priorities and explore technical cooperation to build an integrated, sustainable urban transport network in Bali, drawing from London’s renowned governance and financing models.
During the session, Governor Koster highlighted Bali’s landmark green regulations, specifically Bali Governor Regulation No. 45/2019 on Clean Energy and Governor Regulation No. 48/2019 on Battery-Based Electric Vehicles. He emphasized that these eco-friendly initiatives are core pillars of the Nangun Sat Kerthi Loka Bali vision, rooted in the local wisdom of Sad Kerthi to usher in a sustainable “New Era of Bali.”
Concluding the meeting, Governor Koster formally invited PwC to collaborate on designing a fully integrated, sustainable transport master plan for the Greater Denpasar metropolitan area—encompassing Denpasar, Badung, Gianyar, and Tabanan (Sarbagita)—aiming to transform the province’s future mass transit infrastructure.
