Governor of Bali Wayan Koster announced Bali Governor Instruction No. 6 of 2026 on Improving the Performance, Quality, and Integrity of Program Implementation and Public Services in Bali Province, at Jayasabha, Denpasar, on Friday (Aug 14, 2026).
The new regulation outlines several key measures aimed at civil servants—including both permanent civil servants (PNS) and contract-based government workers (PPPK)—within the Bali Provincial Government:
Core Directives for Civil Servants
• Performance & Innovation: Enhance performance and innovation to accelerate the execution and achievement of the Bali Provincial Government’s development programs.
• Quality & Integrity: Elevate service quality and integrity by fostering positive mindsets, communicating honestly, politely, and responsibly, and ensuring all duties remain free from any form of fraud or misconduct.
• Focused Duties: Fulfill obligations with focus, sincerity, uprightness, and speed. Key directives include:
• a. Enhancing performance and innovation in line with development goals;
• b. Improving the overall quality of public services;
• c. Cultivating a service culture that is friendly, polite, clean, neat, professional, prompt, precise, and humanistic;
• d. Fostering a “zero complaint” work environment—rejecting gratuities while remaining healthy, productive, collaborative, and free from abuse of authority;
• e. Treating the public fairly, equally, with dignity, and without discrimination;
• f. Maintaining strict adherence to official working hours and operational service needs;
• g. Completing tasks on time, with care, and with accountability;
• h. Identifying and mitigating potential conflicts of interest and corruption risks;
• i. Actively listening to public grievances, providing clear and honest information, avoiding bureaucratic delays, and offering authorized solutions;
• j. Taking decisive, legal action against any violations within their authority.

Prohibited Conduct
Civil servants are strictly prohibited from engaging in acts such as:
• a. Misrepresenting superiors to solicit money, goods, or services;
• b. Exploiting official positions for unlawful personal or third-party gain;
• c. Interfering with administrative processes for personal or group interests;
• d. Demanding or accepting kickbacks/gratuities for performing official duties;
• e. Making unauthorized promises tied to their official capacity;
• f. Providing discriminatory services based on social, economic, ethnic, or religious grounds;
• g. Misusing state information, facilities, assets, vehicles, budgets, or resources for personal or unauthorized purposes;
• h. Creating personal, factional, or group conflicts of interest;
• i. Spreading hoaxes or unfounded political comments on social media;
• j. Engaging in infidelity, illicit drug use, online gambling, or predatory online loans;
• k. Committing any disgraceful acts that violate existing laws and regulations.
Enforcement and Whistleblowing Mechanism
Governor Koster emphasized that administrative sanctions, disciplinary measures, and potential legal penalties will be strictly enforced against any personnel proven or suspected of violating the directive.
”To ensure mutual accountability horizontally and vertically, any suspected violations based on verifiable data and facts should be reported directly to the Governor of Bali or the designated team via the hotline at 08214666666,” Koster stated.
