Ngurah Rai Customs officially inaugurated a Customs Payment Point (CPP) at the International Arrivals Terminal of I Gusti Ngurah Rai Airport as part of efforts to modernize state revenue payment services. This facility provides passengers with options to process payments for Import Duty and Taxes in the Framework of Import (BM PDRI) through banking partners.

 

​The Customs Payment Point (CPP) is an electronic transaction service point consisting of a physical counter integrated with the State Revenue Module (MPN) to process real-time Import Duty and BM PDRI payments. This innovation was developed through a synergy between the Directorate General of Customs and Excise—specifically Ngurah Rai Customs—and its banking partner, Bank Mandiri.

In addition to ensuring the flow of deposits into state treasury funds, the presence of the Customs Payment Point (CPP) is expected to guarantee the validity and authenticity of State Revenue Receipts (BPN) recorded with State Revenue Transaction Numbers (NTPN) within the Directorate General of Customs and Excise (DJBC) system.

The establishment of the Customs Payment Point (CPP) forms part of Ngurah Rai Customs’ commitment to modernizing state revenue business processes, particularly regarding levies from imported goods brought by passengers and transport crew members. The implementation of this mechanism is also directed at encouraging cashless payments and improving administrative order in state revenue management.

​The payment mechanism via the Customs Payment Point (CPP) begins with the calculation of BM PDRI obligations by customs officers, followed by the issuance of a billing code as the basis for payment. Passengers then complete the payment at the Customs Payment Point (CPP) with the assistance of on-site banking staff. Upon successful payment, passengers receive a State Revenue Receipt (BPN), which is then handed back to customs officers as part of the service procedure.

​The implementation of the Customs Payment Point (CPP) also clarifies the separation of duties within the service process. Customs officers continue to execute customs service functions, including calculating payment obligations, issuing billings, and processing service completion. Meanwhile, banking personnel assist in conducting payment transactions. Under this system, the payment process becomes clearer and distinct from customs service functions.

Furthermore, with the Customs Payment Point (CPP), state revenue payments can be deposited directly into the state treasury without passing through the holding account of the Ngurah Rai Customs Receiving Treasurer. This mechanism supports more orderly and accountable state revenue management. The Customs Payment Point (CPP) also offers an additional convenience for passengers to settle state revenue payment obligations within the arrivals area service flow.

A key highlight of the Customs Payment Point (CPP) implementation is the use of Smart EDC, the latest terminal device from Bank Mandiri designed to process payments for Import Duties, PDRI, and administrative fines, directly depositing them into the state treasury.

Head of the Ngurah Rai Customs Office, Wawan Dharmawan, stated that the Smart EDC was developed to accommodate payments for Import Duties, PDRI, and administrative fines directly into the state treasury. “Its application was first rolled out nationally at Ngurah Rai Customs on August 21, 2026, and will be officially launched on September 22, 2026,” Wawan said.

​”Moving forward, we hope the Customs Payment Point (CPP) can increase public trust by improving service quality and transaction accountability for state revenue, with levy payments deposited directly into state coffers,” Wawan added.
