The House of Representatives (DPR) and the government are currently drafting the Climate Change Bill as part of efforts to boost investment and achieve the net-zero emission target. Deputy Speaker of the People’s Consultative Assembly (MPR) and House Member Eddy Soeparno explained that to address these challenges, the DPR and the government are finalizing three strategic bills in the climate and energy sectors. The final draft of the Climate Change Bill, comprising 26 chapters and 157 articles, is currently being deliberated by Commission XII of the DPR and is targeted for completion in 2027.

”The presence of this legal umbrella will provide certainty for global investors who are actually very keen to finance Indonesia’s energy transition projects,” Eddy stated during the Climate Week event on Wednesday (10/14/2026). According to Eddy, this bill will serve as the legal foundation for climate investment in Indonesia. Investment must be driven because funding can no longer rely solely on the state budget (APBN). Given the massive investment needs, regulations and legal certainty are the main keys to attracting climate investment funds, both domestically and internationally.

Eddy elaborated that based on the Second NDC document, Indonesia is estimated to need up to $473 billion in climate investment for the 2031–2035 period. This means Indonesia must raise an average of $95 billion annually. This figure is significantly higher than the realization of national climate spending for the 2018–2024 period, which averaged only $4.5 billion, or about 3% of the state budget.

Bali has emerged as the fastest province in the country to pursue net-zero emissions.

Regarding this matter, the government’s commitment to providing clean, renewable energy sources for Bali—such as solar power plants, rooftop solar systems (PLTS Atap), and others—gives confidence that there will be no shortage of resources to develop. This transition is viewed as a vital necessity, supported by adequate funding and regulatory frameworks.

”Our climate spending must increase up to 21-fold. This is a staggering figure. Obviously, it cannot be financed solely by the national and regional state budgets. Cooperation through various schemes, such as PPPs (Public-Private Partnerships), multilateral financial institutions, and philanthropy must be maximized,” Eddy said.

Eddy mentioned that the legal framework will provide security guarantees for global investors interested in funding energy transition projects in Indonesia. While attending London Climate Week and New York Climate Week recently, Eddy revealed the immense enthusiasm of international investors. In fact, a consortium of financial institutions under the Glasgow Financial Alliance for Net Zero (GFANZ) has prepared $1 billion in funding for renewable energy projects in Indonesia.

”The funds are ready, the projects are there. The hurdle lies in the acceleration of regulations and PPAs (Power Purchase Agreements) internally. We must ensure these international funds and resources are not diverted to other countries just because we are slow to respond,” Eddy warned.

Aside from driving investments, the Climate Change Control Bill currently being formulated also embraces the principle of social justice (climate justice). It will regulate complaint mechanisms, dispute resolution, protection for climate defenders, as well as the implementation of the “polluter pays” principle and Extended Producer Responsibility (EPR) to tackle the waste crisis.
