Bali Governor Wayan Koster has instructed regional government agencies to pull out all the stops to hit the province’s 2026 Local Revenue (PAD) targets. He delivered the directive while presiding over the 2026 Regional Revenue Evaluation and Optimization Coordination Meeting at the Kertha Sabha Building in Denpasar on Tuesday (Aug 18).
In his opening remarks, Governor Koster highlighted the critical role of fiscal backing in driving planned development initiatives. “We have numerous programs, but none can run without budget support,” Koster emphasized, calling on the Bali Provincial Government to align on this core priority.

He urged officials to abandon a business-as-usual mindset. “Do not settle for the bare minimum—showing up at eight and leaving at four,” Koster said, encouraging agencies to strive for excellence and build a lasting legacy. “It is not just about bringing pride to your respective agencies, but to the entire Bali Provincial Government.”
Koster specifically called on revenue-generating departments to introduce breakthrough strategies to supercharge collection efforts.
The meeting serves as a follow-up to an initial gathering in early April 2026, during which officials agreed to raise the revenue target for every revenue-generating agency by 10 percent.
Providing a progress report, Head of the Bali Regional Revenue Agency (Bapenda), I Dewa Tagel Wirasa, revealed that PAD collection reached Rp 2.49 trillion (Rp 2,499,175,145,467) as of August 14, 2026. This figure accounts for 58.95 percent of the Rp 4.23 trillion (Rp 4,239,252,167,568) baseline target. Total collections were driven by regional taxes, user fees, returns on separated regional wealth management, and other legal sources of income.

During the session, Governor Koster focused closely on key revenue-producing bodies, including Bapenda, BPKAD, BKPSDM, the Liaison Agency, the Tourism Office, PUPRKim, the Manpower and Energy Office, the Health Office, Bali Mandara Eye Hospital, Bali Mandara General Hospital, Dharma Yadnya Hospital, and Manah Shanti Mahottama Psychiatric Hospital.
For services with commercial potential, Koster recommended adopting private-sector management models. Meanwhile, he directed Bapenda to step up proactive outreach to recover delinquent vehicle taxes and ensure compliance.
